Your thoughts on an ARC Empire Deck

Hi folks,
While we're doing the last edits on the Gaian and mixed Red Banner - Dark Legion decks.
And with the start of Clemens HoN deck, I feel that the Empire is a bit abandoned.
I know, it is supposed to be in decay, but still, couldn't we whip up some soldiers, legionnaires and catapults, to assemble a small army and defend the Empire's glorious past?
Seriously, what do you think could work as a deck strategy for an Empire deck?
Some suggestions to get you going:
- A search and assemble deck (when you play a soldier, you search you deck for another)
- Abilities or event cards that 'bind' soldier-creatures together to create larger creatures (I think its in our abilities list)
- Cards that interact with the cities (The empire must love it's cities right?)
e.g.
"Seat of the Throne" : Enchantment Cost :7 loyalty: 3
- target city get +4 defense points,
- your VP can not drop below 1
- City provides 2 VP during tactics
- When city is destroyed you lose the game
- Unique (each player can only have one in play)
Ok, way to over powered, but you get the picture. Bring out the catapults!
