So the banner retains some of the clan values like their notion of honour, integrity(?). But to which grade is the banner organised? Like a brotherhood, (compare robin Hood) would sound logical as there is none existing centralised structure which they could use, only the decentralised tribal struct...

I'm also in for morale ambiguity.
But what is with epic units are they going to be a special subtype or just an attribute?
I would like for the empire morale and epic units and for the Banner synergy effects of the units. True to the motto: together we are strong, separated we are weak.

You mean like the leadership ability of Elvish Captain?
I thought about something like this too, but I found that it is more suited to the hierarchical structure of the Empire.

To go back to the mtg-card. How about creating a system of synergy inside the Banner? I mean something like this: A goblin sub commander is played. You can play x goblin tokens. Merman Hoplite has an ability which is impossible, if I understood it correctly.
Attacks are handled one after another so there won't be multiple attacks in one turn.
Suggestion: Change it to: "Merman Hoplite may defend multiple times per turn or round.
