Plenty of plugins exist to do just this, but given our track record with plugins, I'd much rather find another solution.
I'll poke around and see what I can find, reporting back with what I discover (or don't).

Perhaps then, the answer is to take advantage of the blog's tagging mechanism + rss. That is, while we could still have the arbitrary blog post, we should have an organized one that follows a regular schedule and format. In which case, we would only need a way to have users subscribe to specific tags.
