I don't yet have an understanding what is a medium stat value like ATK, DEF, Cost.
So I post without values what I think would fit into Empire faction.
I mix Roman and Holy Roman Empire. If that is not good, then let's simply not use the inapropiate cards. Only Centurio is of Roman Empire, so far.
(Here I ignore if the card is not to be used in the start simplified rules.)
All effects mentioned are at card owner's cards of course. (Except last one.)
Footsoldier: Weak but armoured soldier
Centurio: Experienced soldier, can make critical attacks and has high DEF
Knight: Highly armoured, slow
Paladin: Like knight but with divine power
Champion/Hero: Adds to ATK and moral of the co-fighters
Sword of Justice:
Warhorse: Immune to fear/moral effects/spells
Dwarven Mercennary: Hight ATK, armour, endurance, speed
Halberd Bearer: Can effectively fight off horse riders and swords (including two-hand) wielders
Blessed Lance: Extra ATK and/or damage when used by a (horse/wolf/etc.) rider against a rider
Priest of Justiousness: Buffs HP and moral
Emperor's Crown: Co-fighters get each +1 ATK for one turn, rechargable
Emperor's Cepter: Fighters speed increasing
Catapult: High damage, needs X turns to "charge" it
Courtier: Makes weapons cheaper, increases moral?, adds moral and ATK to highest card in play
Silence the Enemies Weakens all enemy cards a tiny bit (probably ATK).

Or more easily described: Whatever is high/low/normal in Magic the Gathering would be the same in our game.
For example, a 3/3 starts to count as big creature, a 4/4 or above would definitely count as a big creature, hitting heavy and also defending well.

Should the Empire have only weenies like Magic-White? Or should it have powerful, but unflexible and clumsy cards?

Gaia: White
House of Nobles: Blueish
Empire: Greenish
Red Banner: Red
Shadowguild: Blackish
These are overall directions, each faction will of course have anomalies that are still in line with the faction identity. So, no, Empire will not be the most weenie faction around, Gaia will.
