The guideline is that a card should only require loyalty if it somehow has a characteristic of the faction itself. This card has no charicteristics of any factions as it's abilityless, hence it should probably require 0 loyalty if that stays true.

That's just wrong! What about flavour cards? Cards that belong to a faction, even if they have no abilities, but show an aspect of that faction.

That way you solve 2 problems:

1 - You make the card playable (I have not playtested yet, but it feels like if a 0/1 for 1 is good enough for the game, then you don't have a lot of room to create one gold cards)

2 - Flavor boost. Human shield are supposed to be easily replacable (draw) if you are rich (gold cost, and now deserve the nobles loyalty point)

How about this: After 3 turns it "dies", which means it is discarded.

The above card should either cost zero, or get a minor ability added to it. I like saarts idea of card drawing, but not for a card that's called "human shield". I'd also make it more expensive, like 3g to draw a card.

I must admit that I am not too sure about how much a body is valuable in WT thanks to the Kingdom rules. I've been thinking about it in the metro, and 2 mana for a card and a body might indeed be too strong. The solution I thought of was to have the trigger moved to when the creature die, so that 1 - The creature is somehow destined to chump block, which is nice for a card called human shield, 2 - Card draw is delayed and you can't benefit at the same time of the card and the civilian.
